Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Ma Kai visited CETC 38th institute on 1st April 2016. According to the enterprise independent innovation ability construction, Ma expressed six important opinions. “The ideal is the premise, innovation is the core, talent is the fundamental, mechanism is the key, culture is the foundation, and hard work is the condition,” Ma said, the chairman Xiong Qunli and the director of CETC 38th institute Chen Xinping accompanied the visit.
In the Mission Square of CETC 38th institute, Vice Premier Ma inspected different kinds of key equipment, listened to the introduction of the equipment features and communicated with the experts for equipment specifications.
In the Exhibition Hall, Vice Premier Ma listened to the overall development plan, the national defense and public security achievements and the strategic target of CETC 38th institute. Vice Premier Ma also enquired technical innovation, talent team construction, corporate culture and other issues during the listening.
Vice Premier Ma was really concerned about the localization of national key equipment and products. When knowing that the digital array unit on AWACS KJ-500 and high performance chip called “The Soul Chip” can be completely localized, he was very happy and gave a high praise to CETC.
“CETC has always attached great importance on talent team construction and more than 700 PhD members have joined into CETC 38thinstitute,” said by CETC chairman Xiong Qunli. “CETC 38th institute owns not only a large number of talents but also lots of team leaders, and those talents can be well cultivated, retained, attracted and used in here,” Ma complemented.
“Enterprise culture is the foundation of success. It not only needs a long-term accumulation but also is an important factor in the development of enterprises,” Ma said.
During the subsequent forum, Ma expressed six important opinions as follows.
The first opinion is “The ideal is the premise”. Any excellent enterprises should have an ideal, which is a historical sense of responsibility and mission. Keeping the strategic target of being a world-class enterprise reflects the enterprise responsibility of CETC.
The second opinion is “The innovation is the core”. An excellent enterprise should keep focusing on technology innovation. CETC constantly insists on technology innovation during the enterprise development and always have the innovative team and system to support the enterprise reform and development.
The third opinion is “The talent is the fundamental”. Enterprise Innovation requires talents to achieve. CETC 38th institute cultivates a talent team that contains more than 700 PhD members, which provides the intellectual guarantee for the innovative development of institute in the future.
The fourth opinion is “The mechanism is the key”. If an enterprise wants to attract, retain and optimize the talents, it shall have a good mechanism.
The fifth opinion is “The culture is the foundation”. An outstanding enterprise culture is the soul and spiritual prop of enterprise survival and development. It is a long-term accumulation process and can’t form in a short time.
The sixth opinion is “The hard work is the condition”. No pain no gain. All of successful enterprises are hardworking enterprises. Furthermore, the great achievements in reform and development will not acquire without hard work.
